The abduction and murder of eight-year-old Sarah Payne at the hands of a paedophile changed UK law.

Her killer already had a conviction for abducting and indecently assaulting an eight-year-old girl – and after the schoolgirl’s death her parents tirelessly campaigned to allow other mums and dads to find out if a child sex-offender was living in their area.
